An Energy Performance Certificate (EPC) is an official document which states the energy consumption and performance of a building or a particular part of it. An EPC can only be issued by certified energy performance engineers who have been trained and certified by the Ministry of Energy and Environment.
In order to obtain an EPC, a compulsory assessment is performed, in which measurements and checks of the building’s energy performance are carried out prior to issuing. After the EPC has been issued, the building, or parts of it, is placed in one of the energy categories pre-set by the EU and local authorities. In addition, the inspector can provide clients with optional directives for an energy performance upgrade of the building in order to achieve the maximum possible economy of energy.

Under current regulations an EPC is necessary in the following cases:
- The sale or leasehold of a building over the size of 50 m2, in accordance with the Greek law 100/2010.
- When applying for the “Saving at Home” scheme, regardless of the size of the building.
- The leasehold of business accommodation, such as offices, doctors’ surgeries, shops, restaurants etc. In this case, the owner needs to enter all the details of the building online in the Greek tax system (TAXIS NET) in order for the leasehold contract to be validated. In some cases though, an EPC is not required such as for bakeries, parking areas, dry cleaners, garages etc.

The procedure of an energy inspection consists of the following steps:
- Discussion with the inspector on what documents need to be available.
- On-site inspection, photographing of the building and document collection by the inspector.
- Processing and assessment of the data collected, with the use of specialized software.
- Issuing of an EPC.

If the building that requires an EPC has a building permit issued after 1983, photocopies of the following are needed:
- Building permission documents.
- Floor plan of the area to be inspected.
- Floor plan.
- Insulation study of the building (first 10 pages)
- An official list of projected building costs.
- An electricity bill
- Building registration number (Ktimatologio)
- Copy of a recent maintenance certificate of heating / cooling equipment (if available)
- Personal details of the owner (name, occupation, tax number (AFM) etc.)
- Building contract
- A copy of a certificate that states the legalization of a previously illegally built structure (if applicable).

If the building that requires an EPC was built before 1983 photocopies of the following are needed:
- Building permission documents (optional)
- Floor plan of the area to be inspected.
- Topographical site plan.
- Insulation study of the building (first 10 pages if available)
- An electricity bill
- Building registration number (Ktimatologio)
- Copy of a recent maintenance certificate of heating / cooling equipment (if available)
- Personal details of the owner (name, occupation, tax number (AFM) etc.)
- Building contract
- A copy of a certificate that states the legalization of a previously illegally built structure (if applicable).

If the building is going to be used to house a business, apart from the previously mentioned photocopies, the following will also be needed:
- Study and plans of electromechanical aspects of the building
- Cooling system power capacity (if available)

In accordance with Greek law, the validity of an EPC is 10 years. During this time a valid EPC can be used on any occasion that the building needs to be either leased or sold. The only case in which a new EPC is required, is when the owner decides to improve the energy performance of the building. The new EPC will reflect the energy performance upgrade of the building.
